Electric storage heaters are domestic heaters which store thermal energy and release it to heat your home when you need it. They are especially designed to convert cheap night time, off-peak electricity into thermal energy, store it, and then release it continuously throughout the day.  This is why they are sometimes referred to as night storage heaters.

Modern high heat retention electric storage heaters are much more energy efficient than their predecessors. They have better insulation to preserve the stored heat longer and a convection facility to top up the heat required for very cold days. They have LCD displays which allow you to see heat input & output levels and intelligent control systems which learn your heating requirements.

Free Storage Heaters Scheme

As part of its policy on climate change, the UK Government has agreed to legally binding international commitments to reduce potentially harmful emissions caused by the production of energy from fossil fuels.

Reducing household energy bills

At the same time, the Government has set targets to reduce fuel poverty by helping low income households to reduce their fuel consumption by installing more energy efficient electric storage heaters.

Under the Affordable Warmth Scheme, if you satisfy certain criteria relating to state benefits and the condition of your existing heating system, you may benefit from an ECO Grant to install Free Storage Heaters.

Will it cost me anything?

The amount of your grant is based on the type of property you live in, how many bedrooms it has and several other factors. Not every applicant will get free storage heaters. Due to current funding restrictions for the Affordable Warmth Scheme some householders may be asked to contribute to the cost of installation, especially if they live in small homes and have more than 5 storage heaters.

The installer may not be able to advise you of this until after your free survey has been carried out.


Qualifying Criteria for the Free Storage Heaters Scheme

To apply for a Free Storage Heaters Grant you need to satisfy ALL 3 of the following criteria:

1. You live in your own home.

2. You receive one of these State Benefits:

  • Guaranteed Pension Credit
  • Child Tax Credit
  • Working Tax Credit
  • Universal Credit
  • Income-based Job Seeker’s Allowance
  • Income-related Employment & Support Allowance
  • Income Support
  • Disability Living Allowance (DLA)
  • Personal Independence Payment (PIP)
  • Attendance Allowance
  • Carer’s Allowance
  • Severe Disablement Allowance
  • Industrial Injuries Disablement Allowance
  • Child Benefit
  • War Pensions Mobility Supplement (MOD)
  • Constant Attendance Allowance (MOD)
  • Armed Forces Independence Payment (MOD)

Child Benefit is subject to maximum household income thresholds.

3. You must have at least one faulty electric storage heater in your home.


Are Council Houses and Housing Association Properties included in the Scheme?

YES but qualifying criteria and products available are different for householders in this type of property.

Householders in social housing may qualify for insulation grants if the property has an EPC (Energy Performance Certificate) rating of E, F or G. ECO Grants are also available for the installation of central heating systems in social housing properties BUT ONLY WHERE the property has not had a central heating system installed before, i.e., first time installations.

What’s more, householders in this category do NOT need to receive the State Benefits listed above.

However, (at April 2017) the organisation which funds the Affordable Warmth Scheme has yet to set out in detail the exact criteria under which applications will be processed. This means that social housing could be included in the free storage heaters scheme at a later date.

Also, it appears that only those householders in  housing association properties which are wholly owned by the housing association will be able to apply for the Affordable warmth Scheme Grants. Shared ownership properties will not be included in the scheme for now.

The current ECO Scheme started on 1st April 2017 and is scheduled to run for 18 months whilst discussions are held to determine the details of a new 4 year ECO Scheme from the end of September 2018.

So, as with most Government Schemes, the free storage heaters grant scheme qualifying criteria may well change.

Free Storage Heaters Scheme - New for Old

The Free Storage Heaters Scheme is based on the ‘New for Old’ principle.

That means that you must have broken electric storage heaters installed in your property at the time that your ECO Accredited Surveyor visits your home.

If you qualify for Free Storage Heaters or a Storage Heater Grant towards the cost of replacing them, the installation company MUST be able to remove your old heaters.

Free Storage Heaters Grant Calculation

If you meet Storage Heater Grant Qualifying Criteria, your grant will be based on a number of factors, including:

  • The type of home you live in, i.e, detached, semi-detached, terraced or flat.
  • How many bedrooms there are in your home.
  • How well insulated your home is.
  • Whether it was constructed with cavity walls or solid walls.
  • Whether you have other forms of heating in addition to storage heaters.

Your storage heater grant will then be compared to the cost of installing the number and size of new heaters recommended by the ECO Scheme. From this, your installer will be able to assess whether any contribution from you will be required or not.  If not, you will have free storage heaters installed in your home to replace your old ones.

Free Storage Heaters - Qualifying Criteria for a Storage Heater Grant

There are 3 parts to Free Storage Heaters Qualifying Criteria and you MUST meet all of them to be awarded a Storage Heater Grant.

Firstly, you must live in your own home.

Secondly, you must receive at least one of the following State Benefits, Tax Credits or Other Allowances:

  • Guaranteed Pension Credit
  • Universal Credit, Child Tax Credit or Working Tax Credit
  • Income Support, Income-Related ESA or Income-Based JSA
  • DLA or PIP
  • Attendance Allowance or Carer’s Allowance
  • Severe Disablement Allowance
  • Industrial Injuries Disablement Benefit
  • Child Benefit (subject to maximum income thresholds)
  • War Pensions Mobility Supplement
  • Constant Attendance Allowance
  • Armed Forces independence Payment

Thirdly, you must have at least one broken electric night storage heater installed in your home when your ECO Accredited Surveyor visits you.

Why was the Free Storage Heaters Scheme introduced?

As part of its policy to combat climate change, the government introduced the ECO Scheme as its flagship household energy efficiency initiative.

The ECO Scheme has two aims: reducing carbon emissions from UK domestic housing stock and cutting heating bills for low income households.

To help achieve this, ECO grants are offered to replace old, inefficient heating systems and install new ones, and also to install insulation.

To qualify for a storage heater grant or even free storage heaters, there must be someone receiving one of the qualifying benefits who lives permanently at the property.

Will it cost me anything?

The initial survey is free of charge and there are no administration fees to the free storage heaters scheme.

However, if your storage heater grant is not high enough to pay for the installation of new storage heaters you may be asked to make a contribution.

You will not know this until after the free survey and you can withdraw your application without charge.

Eco Green Experts exsplain the Governments Eco 3 scheme

Eco Green Experts Work hand in hand with the The Energy Company Obligation (ECO) and government energy efficiency scheme in Great Britain to help reduce carbon emissions and tackle fuel poverty to offer certain critira home a Free Boiler Grant.

The scheme began in April 2013, and over time it has been amended. The latest policy, ECO3, commenced on 3 December 2018, and applies to measures completed from 1 October 2018.

You can see a summary of the changes made to the scheme in 2018 on the Department for Business, Energy and Industrial Strategy’s.

This ECO policy will be entirely formed from one obligation, the Home Heating Cost Reduction Obligation (HHCRO). Under HHCRO, obligated suppliers must mainly promote measures which improve the ability of low income, fuel poor and vulnerable households to heat their homes. This includes actions that result in heating savings, such as the replacement of a broken heating system or the upgrade of an inefficient heating system.

Under ECO2t, which ran from 1 April 2017 to 30 September 2018, suppliers were also required to deliver against an additional obligation called the Carbon Emissions Reduction Obligation (CERO).
